Dr. Hal Puthoff

Also known as: Hal Puthoff, Harold Puthoff, Harold E. Puthoff

The physicist who ran the CIA's remote-viewing research in the 1970s and resurfaced decades later at the center of the Pentagon's UAP science. A genuine credential and a lightning rod, in one person.

Hal Puthoff is the scientist behind a remarkable amount of the modern UAP story — and the reason a lot of mainstream scientists hold the subject at arm’s length. To understand the field, you have to understand him: real technical training, a long government track record, and a career-long willingness to study things most physicists won’t touch.

Who he is

Puthoff earned a Ph.D. in electrical engineering from Stanford and, in the 1970s, co-directed the SRI International program — funded by the CIA and other agencies — that studied remote viewing, the claimed ability to perceive distant locations psychically. The program, later known as Star Gate, is the source of both his credibility (it was real, government-funded, and ran for years) and the skepticism that follows him (its results were ultimately judged inconclusive and the project closed).

Decades later he became a central scientific figure in the UAP revival. He helped lead the research under AAWSAP, the Defense Intelligence Agency effort administered through Robert Bigelow’s company, and in 2017 he co-founded To The Stars Academy with Tom DeLonge and [[luis-elizondo]], serving as its science lead.

Why he matters

Puthoff is the connective tissue linking the field’s eras. His fingerprints are on [[aawsap]] — the DIA study of military encounters and the Skinwalker Ranch — which fed into [[aatip]], and on the [[to-the-stars-academy]] effort that pushed the Navy videos into public view. When the modern UAP story needed a credentialed physicist to write the technical papers and brief officials, he was very often the one in the room.

That same ubiquity is why he draws fire. Critics argue his interests — remote viewing, exotic propulsion, zero-point energy — sit far outside scientific consensus, and that his prominence colors the whole enterprise as fringe. Defenders counter that he is simply willing to do rigorous work on hard, stigmatized questions that better-funded scientists avoid.

For this field guide, Puthoff is essential context rather than a verdict. He is the scientist behind the curtain of much of the modern apparatus — and a reminder that the people who kept the subject alive through its wilderness years were, almost by definition, the ones comfortable on the edge of respectable science.
