Person
Rear Adm. Tim Gallaudet
Also known as: Tim Gallaudet, Timothy Gallaudet, Admiral Gallaudet
A retired Navy oceanographer and former acting NOAA chief who says he saw the Tic Tac footage on active duty — and now argues the most neglected part of the UAP problem is the ocean. The voice for the underwater.
Most of the UAP conversation looks up. Gallaudet’s argument is that we have been ignoring the larger half of the planet — the part covered in water — and that the Navy, of all institutions, has reason to know it. As a retired flag officer and an oceanographer, he is unusually positioned to make that case.
Who he is
Gallaudet spent a career as a U.S. Navy oceanographer, rising to rear admiral and commanding the Navy’s meteorology and oceanography enterprise. He later served in the Department of Commerce as acting administrator of NOAA, the federal agency responsible for the oceans and atmosphere — a genuinely senior scientific and governmental résumé.
Since leaving government he has spoken openly about UAP. He has said he was sent the Tic Tac (FLIR1) video while on active duty in 2015, with an email noting the object and warning of a safety risk — only for the message to be recalled the next day, an episode he cites as evidence of how the subject was handled internally.
Why he matters
Gallaudet’s distinctive contribution is to push the field toward the ocean. He argues that unidentified submerged objects and the trans-medium behavior seen in cases like the [[2013-aguadilla]] thermal video — objects moving seamlessly between air and water — represent the most scientifically tractable and most neglected corner of the problem, and that the Navy’s sonar and undersea sensor networks may hold relevant data no one has looked at with this question in mind.
He has lent his credibility to the disclosure push, supporting [[david-grusch]]'s call for transparency and testifying before a House Oversight subcommittee in November 2024 in favor of de-stigmatizing the subject across science, the military, and the public.
The skeptical caution is the same one that applies to all insider advocates: his most striking claims — the recalled Tic Tac email, the implication of deliberate suppression — rest on his own testimony and cannot be independently verified. What is not in dispute is his standing. For this field guide, Gallaudet is the voice for the underwater dimension of the phenomenon — a reminder that “aerial” may be only the part we happen to be looking at.
